Water Conservation & Drought Contingency Plan

The purpose of the Water Conservation and Drought Contingency Plan is to establish short-term and long-term goals for conserving water and to determine the procedures and steps necessary to achieve these goals.

2017 Amendment

The amendment only changes the days of the week for unattended watering.  Unattended landscape watering will now be permitted on odd and even days.  Addresses ending with an odd number can water on odd numbered days and addresses ending with an even number can water on even numbered days. To achieve the goals of the City of Mineral Wells Water Conservation Plan, the City proposes to:

  1. Perform an official utility evaluation of factors, which affect water use;
    1. Release only water needed for treatment.
    2. Finds ways to conserve treated water in the treatment process.
    3. Backwash water sent back to pre-sedimentation reservoir.
    4. Decant lagoon water back to pre-sedimentation reservoir.
  2. Determine attainable goals for a water conservation program and ways in which to measure those goals;
    1. Daily average per capita water use for calendar year 2013 was 128.14 gallons.
    2. The City met its goal to reduce the per capita consumption for the last five (5) year’s. This was accomplished by quantifying water loss and leak detection
    3. The City’s next goal is to reduce this per capita consumption by .325 gallons per year for the next five (5) and ten (10) year targets.
  3. Outline implementation guidelines for additional water conservation programs;
    1. Inform the customer about conservation through pamphlets and brochures.
    2. Monitor irrigation at businesses and ask for adjustments when needed.
    3. Water main projects to eliminate old leaking mains
  4. Ultimately, to conserve water.

To achieve goals of the Drought Contingency Plan, the City will:

  1. Establish procedures to be implemented at certain stages of a drought;
  2. Identify voluntary and mandatory actions to reduce the demand placed on the water supply system during a water shortage emergency.
